1. About TenderAlert
TenderAlert ("the service", "we", "us") is operated by an individual developer based in Norway. The service provides AI-assisted matching of EU public procurement notices from the EU's TED (Tenders Electronic Daily) platform to registered organisations, based on their search profiles.
The service is accessible at tenderalert.org and through our mobile applications available on the Apple App Store and Google Play.
2. Eligibility
To use TenderAlert you must:
- Be at least 16 years of age
- Be acting on behalf of yourself or a legitimate organisation
- Provide accurate information when creating your account and search profile
- Have the authority to accept these terms on behalf of any organisation you register
TenderAlert is available to individuals and organisations within and outside the European Union, subject to applicable local laws.
3. Accounts and organisations
Account creation
You sign in to TenderAlert using Google or Apple authentication. You are responsible for maintaining the security of your account and for all activity that occurs under it.
Organisations
TenderAlert is structured around organisations. One or more users may belong to an organisation, and each organisation has one or more administrators.
Organisation administrators
Organisation administrators have elevated permissions, including the ability to:
- Invite and remove members from the organisation
- Modify the organisation's search profile and preferences
- Delete the organisation and all associated data
When an administrator removes a user, that user's email address is anonymised in our systems to preserve the integrity of historical records, while removing personally identifiable information.
Account accuracy
You agree to provide truthful, accurate information in your profile. Misrepresenting your organisation or creating accounts for purposes of abuse is grounds for termination.
4. Acceptable use
You agree not to use TenderAlert to:
- Violate any applicable laws or regulations
- Scrape, harvest, or systematically extract data from the service by automated means
- Attempt to gain unauthorised access to any part of the service or its infrastructure
- Transmit malicious code, viruses, or any content intended to damage the service
- Use the service in a way that places an unreasonable burden on our infrastructure
- Impersonate another person or organisation
- Use the service for any unlawful purpose, including fraud or money laundering
We reserve the right to suspend or terminate accounts that violate these conditions without prior notice.
5. Data accuracy and disclaimer
Procurement notice data displayed in TenderAlert is sourced from the EU's official TED platform, which is published as open data by the Publications Office of the European Union. We ingest and process this data automatically.
Important: TenderAlert is an informational tool to help you discover relevant procurement opportunities. It is not a substitute for reading the official notice on TED or seeking professional legal or procurement advice. Always verify notice details directly on ted.europa.eu before taking any action.
We do not guarantee:
- The completeness or accuracy of notice data at any given time
- That all relevant notices will be matched to your profile
- That match scores or AI summaries correctly reflect the content or suitability of a notice
- That deadlines or values displayed are current — always check the official TED source
6. AI-generated content
TenderAlert uses artificial intelligence to:
- Generate semantic embeddings for notice matching
- Produce summaries and relevance assessments of matched notices
AI-generated summaries and match scores are provided as a convenience only. They may contain errors, omissions, or misinterpretations. You should not rely solely on AI-generated content when making procurement or business decisions. We accept no liability for decisions made on the basis of AI output.
AI processing is currently performed on locally hosted infrastructure within the EEA. If this changes, our Privacy Policy will be updated accordingly.
7. Intellectual property
TenderAlert
The TenderAlert application, including its design, code, branding, and original content, is the intellectual property of the operator. You may not copy, reproduce, or distribute any part of the service without written permission.
EU TED data
Procurement notice data is sourced from TED and is published under the EU Open Data Regulation. This data remains the property of the Publications Office of the European Union.
Your content
Any search profile text, comments, or ratings you submit remain yours. By submitting this content, you grant us a limited licence to store and process it for the purpose of providing the service.
8. Service availability
We aim to provide a reliable service but do not guarantee continuous, uninterrupted availability. The service may be temporarily unavailable due to:
- Scheduled or unscheduled maintenance
- Infrastructure issues
- Events beyond our reasonable control
TenderAlert is operated by a sole developer on a best-efforts basis. We do not offer any formal service level agreement (SLA) or uptime guarantee at this time.
9. Payments and subscriptions
TenderAlert is currently available free of charge during its early access period. We intend to introduce paid subscription plans in the future for continued access to the full feature set.
When paid plans are introduced:
- Pricing and plan details will be clearly communicated in advance
- Existing users will be given reasonable notice before any free access period ends
- Payment processing will be handled by a third-party payment provider (such as Stripe); we will not store your payment card details
- Applicable taxes, including EU VAT, will be applied in accordance with your location
- Refund and cancellation terms will be specified at the time paid plans are launched
Payments are processed through the TenderAlert web application only. Mobile app purchases, if introduced, will be subject to the payment policies of the respective app stores (Apple App Store and Google Play).
10. Termination
By you
You may stop using TenderAlert at any time. You may request deletion of your account and data by contacting us at contact@tenderalert.org. Organisation administrators may also delete the organisation directly within the app.
By us
We reserve the right to suspend or terminate your access to TenderAlert, with or without notice, if:
- You violate these Terms and Conditions
- Your use of the service causes harm to others or to our infrastructure
- We are required to do so by law
- We discontinue the service
If we discontinue the service entirely, we will provide reasonable advance notice to registered users by email.
11. Limitation of liability
To the fullest extent permitted by applicable law, TenderAlert and its operator shall not be liable for:
- Any indirect, incidental, special, or consequential damages arising from your use of the service
- Loss of business, contracts, revenue, or profits
- Decisions made based on notice matches, AI summaries, or match scores
- Missed procurement opportunities due to service unavailability or incomplete data
- Any loss arising from your reliance on data sourced from TED
Our total liability to you for any claim arising from use of the service shall not exceed the amount you have paid to us in the twelve months preceding the claim, or €100, whichever is greater.
TenderAlert is a tool to assist your procurement research. All final decisions regarding tender submissions remain your own responsibility.
12. Privacy
Your use of TenderAlert is also governed by our Privacy Policy, which is incorporated into these Terms and Conditions by reference. By using the service, you agree to the collection and use of your data as described in the Privacy Policy.
13. Changes to these terms
We may update these Terms and Conditions from time to time. The date at the top of this page reflects when the terms were last updated. For significant changes, we will notify registered users by email at least 14 days before the changes take effect. Your continued use of the service after that date constitutes acceptance of the updated terms.
14. Governing law
These Terms and Conditions are governed by the laws of Norway. Any disputes arising from your use of TenderAlert shall be subject to the exclusive jurisdiction of the Norwegian courts, unless mandatory consumer protection laws in your country of residence provide otherwise.
If any provision of these terms is found to be unenforceable, the remaining provisions will continue in full force and effect.
